Texas licenses individual plumbers statewide through the Texas State Board of Plumbing Examiners, and every plumbing company must operate under a Responsible Master Plumber (RMP). Slab-on-grade homes built over expansive clay soil make slab leaks a signature Texas problem, and the February 2021 statewide freeze showed how quickly a brief hard freeze can burst under-insulated lines. Much of the state draws limestone-filtered groundwater, so supplies run hard to very hard — Central Texas cities like San Antonio and Austin are among the hardest big-city water in the country.
